What is the California C39 License?
The California C39 License is for roofing contractors. These professionals install and repair surfaces that seal, waterproof, and weatherproof structures. Their work aims to prevent water or its derivatives from penetrating protective layers and gaining access to material or space beyond. To obtain this license, you’ll need to follow a structured process, including applying for the license and passing two state exams: the Law & Business exam and the C39 Trade exam. How often do I need to renew my C39 license?
The California C39 License requires biennial renewal. You’ll need to renew it every two years to maintain your active status. Keep an eye on the expiration date and submit your renewal application on time!

The Roofing (C-39) Examination consists of five main sections:

- Addressing issues
- Removing existing roofing
- Low-Slope Roof Projects (17%)
- Installing flashings, ventilation, and underlayment
- Implementing various low-slope roof systems
- Rectifying low-slope roof systems
- Steep-Slope Roof Projects (26%)
- Setting up flashings, ventilation, and underlayment
- Employing various steep-slope roof systems
- Restoring steep-slope roof systems
- Safety (22%)

Test Site Regulations: The examination is closed-book; no reference materials are allowed. Any materials brought to the test site must be placed in an unmonitored area at the candidate’s own risk.
Test Approach: The exam consists of multiple-choice questions, with four options per question. Each question aims to identify the single best answer. Some questions may involve mathematical computations, and a calculator will be provided.
Guessing is not penalized. It’s advisable to attempt all questions rather than leaving any unanswered.
Ample time is provided to address all examination questions. Therefore, it’s essential to thoroughly read each question and its options before selecting the most appropriate answer.
Please ensure that you carefully read and adhere to the instructions provided with the application. Follow these steps:
- Fill out the Application for Original Contractor’s License.
- If required to take the examination, apply for only one license classification at a time. After receiving your original license, you may apply for additional classifications.
- Utilize the Certification of Work Experience form 13A-11 to report and validate journey-level work experience. Additional experience verification will not be accepted after the application is submitted.
- For experience gained through owner builder work, submit the Project List form 13A-64 for each completed construction project, in addition to the Certificate of Work Experience.
- Complete all forms, including the application, and accompanying documents using ink or a typewriter. Forms completed in pencil will be returned.
- Ensure the application is dated and signed by all listed personnel.
- Thoroughly review your application for any omissions. Any missing information will result in a delay in processing your license.
- Submit the application, along with the $450 application processing fee, and all required documents to:
